President's Report
Andy Sarkisian

A Revised Team

In the prior newsletter, both Donna Ribick and I talked about impending changes in the President's position. You have seen Donna's youthful smile at neighborhood events and at general membership meetings. Board members saw Donna's deep devotion to the Association and to all people.

In Donna's honor, I'd like to devote the 1st half of this report to the change of people on the Board. Brad Hynes was elected to replace Lisa Tamm in Area 6 and Mike Senick was elected to replace Pat Borders in Area 8. Lisa and Pat leave big shoes for Brad and Mike to fill. The entire Board thanks them for their dedication.

Area 6 is a very large area, both in terms of number of homes and in terms of physical layout as it stretches about 1 mile long. Lisa helped sensitize us to the unique issues related to Sherwood Capri and has offered to help as a volunteer in the future. Lisa was a very stabilizing voice on the Board and represented her area very well.

Pat Borders is more commonly known for her amazing Christmas decorations. You may find this hard to believe, but the decorations inside are as aweinspiring as the decorations outside. Pat also tirelessly championed the cleanup of Cassidy Park and worked to assure Lake Sherwood's interests were protected during the new development along our eastern borders. She also maintained an amicable relationship with the quarry to our southeast by keeping us informed about quarry issues. (See Featured Neighbor story on Pat page 33.)

The Board has another change in the Treasurer's position. Carol Gosse did an absolutely amazing job of keeping the books and handling the legal membership rolls. Last year, she made a significant step forward in the collection of past dues, and advised us this job takes more than one person to serve you properly. Carol suggested we split the job, and so we have. We created the Office of the Treasurer. Paul MacDonald holds the official title of treasurer and keeps the financial books related to the budget. He oversees a couple of associate treasurers. Carol Gosse will handle the government interface activities related to documentation for taxfree status, the recording of liens for delinquency, and supporting internal audits. Sharon Sarkisian will handle membership management activities related to maintaining our roster of members as people move in and out and as people move between being current and (hopefully not) delinquent with their dues. She'll also administer payoff letters for property closings, as well as twoway communication with Harry Tucker for uptodate memberingoodstanding access to the boat ramp. If this seems complicated, it is not. The Treasurer's job is now in manageable chunks with builtin checks and balances to help assure the best service for you and the utmost responsibility with association funds.

Another Board change occurred on Surfwood and is very subtle. Linda Tucker replaced me as VP and Sandy Weber replaced Linda as Area 10's rep. Linda will continue providing Boardlevel guidance to matters related to the Lakes Committee, and Sandy will continue managing maintenance activities. These are our highest cost budget items and our highest priorities. Please continue giving them your support.

In summary, we say thank you to our close friends Lisa Tamm and Pat Borders. We also say thank you but not good bye to our softestspoken friend, Carol Gosse, and to our inspirational past President, Donna Ribick. We welcome Linda Tucker and Sandy Weber to their new positions. And we welcome Brad Hynes, Mike Senick, and Paul MacDonald as the new blood on the Board. Brad, Mike, and Paul have active families and successful business careers in very different fields.

Dues Letter Process Expanded and Improved

On Saturday, March 6, five of your Board members and their spouses (or significant other) participated in an envelope stuffing party. By now, you should have received the fruits of that effort your 2004 dues letter. I know it is hard to receive another bill in the mail, but there is good news in that dues envelope.

<

First, 2004 dues are the same as 2003. Second, we continue to value your input and have enclosed a simple 8question survey at the bottom of the dues page. Third, we are being more efficient with your money by integrating multiple communications in to one mailing. And fourth, we have simplified the process by asking you to return all of your responses (dues check, survey questionnaire, dock registration, goose roundup) in the same envelope to the LSA P.O. Box.

In terms of the survey, you will note we are following up on one the highest rated questions from last year entrance sign improvement. There are three questions related to entrance sign improvement upgrades to all of the signs (no physical shape change except refacing) vs. development of all new and modern sign designs. Clearly, all new and modern signs will be more expensive than a refacing, so we are asking your input in two alternative approaches for the new signs just do two signs at our far eastern and western boundaries (eliminating the signs in between) or replace all of the existing signs in a multiyear phased approach.

For people living off the lake, you'll see the familiar dock registration form in the dues envelope. Please note starting this year to return the dock registration form with your dues check (and survey) to the P.O. Box. Do NOT send it to you're Alot captain or to Linda Gepper our new Alot/docks committee leader. (See story on page 27.)

For people living on the lake, you have a goose roundup and nest destruction form in your envelope. Every five years, we are required to collect signatures representing at least 70% of lake front property owners to continue our goose population maintenance program. As you can guess, the old petition is now expired. Please fill out the form and check the boxes at the bottom if you support this program. If you don't support this program and prefer the old days when we had over 120 geese on the lake (and when we couldn't walk in our yards), simply don't return the petition.

Well, spring cleaning will soon be upon us. Soon the boards will be put back in the dam and the boat ramp will be open. A rainy spring will help our lake level rise. Keeping a high lake level through August requires more summer rain and less evaporation than we have had in the past couple of years.

I hope to see you outside be it yard cleanup or launching the boat or at the Easter egg hunt in Kendall Park. Let the sun shine on our weekends and holidays, and let the winter hibernation end!

Don't forget your LSA Dues!

You can pay the guard at boat launch with a check made out to Lake Sherwood Association no cash or credit card.

If you choose to mail your dues, remember to allow 1 week for checks to be processed and the guard to have been notified that you have paid.

One sure sign of spring is the emerging POT HOLES in the street.

If your street has pot holes, call the Oakland County Road Commission to get them repaired at 248 8584804. Also there is a email complaint form on their website, www.rcocweb.org.

If the hole is small and you don't want it growing larger there is also a do it yourself solution. Buy a bag of asphalt repair at the hardware store to fill the hole. That will do the trick and keep the small hole from becoming a big problem. And thanks for being a good neighbor.

Renaming the Lake Sherwood News Letter a Success.

The evolution of communication around our lake has taken another leap forward. From the early days of an occasional flier to announce events to the dimensionally increased and chuck full of information newsletter, plus the addition of one the richest websites on the Internet, and the nearly constant flow of email data from and about our community. We have made we hope yet another improvement.

Yep, a new name for the LSA News (no longer) Brief. This is evident on the cover and we are giving credit to the Slenzak family. They were among others around the lake that turned in no less than 28 new names for our prime communication source. The news staff quizzed people for several days, including the Board of Directors. The other names of interest and merit were: All Things Sherwood, As The Lake Churns, Lake Legends, Lake Lore, Lake Sherwood Habitat, Lake Sherwood Ledger, Lake Sherwood 'Ship to Shore', Lake Sherwood Waves, Life is Good, Live is Good In Sherwood, LSA America, LSA Today, Our Lake, SherThings, Sherwood Scribe, Sherwood Advisor, Sherworld, The Days of LSA, Lake Sherwood Dialog, The Lake Sherwood Times, The Sherwood Spotlight, The Sherwood View, The Sherwood, Lake Sherwood Living (I believe supplied by Martha Stewart).

Thanks to all who helped in this endeavor, especially the Slenzak family for the winning contribution.

Harry Tucker, Newsletter staff

Vice President

LSA deferring MLSA Membership for 2004: Our MLSA (Michigan Lakes and Stream Association) membership fee increased from $100 in 2003 to $725 for 2004. Although MLSA is a worthy organization, we needed to examine our worth in belonging to it at the higher fee. (We had just absorbed the $1,350 DEQ fee increase, a new additional $3,000 Oakland County Road Commission bond fee for the Commerce Bridge update project, and numerous administrative expenses.) MLSA lobbies in Lansing for riparian rights. (However, last year MLSA lobbied against our Lake Sherwood's limnologists on HB4729 & HB4730 on weed treatment process). There are a number of miscellaneous benefits: a subscription to The Riparian magazine, a quarterly newsletters, and website server provider. After much consideration, the Board decided that our website could be moved to another server and our MLSA membership will be terminated for 2004. We value our relationship with MLSA, but we value our responsibility for spending resident money also. We will consider future membership with MLSA at our 2005 budget meeting.

2004 DEQ Aquatic Weed Treatment Permit in for approval: Nanette Winowiecki's Aquatic Weed Control report (page 59) gives the permit status, but it doesn't describe all the hours she worked with our limnologists to get our application submitted. It was frustrating, exhausting, and timeconsuming. DEQ forms weren't available until January 2004, which made it impossible to get everything together and sent in early. Michigan waters are an important issue to everyone and that was reflected in the new restrictions. Instead of backup materials for a 3page application, we had to compile back up materials for a 10page application. We definitely appreciate Nanette's time spent on this project; lake consulting firms that do this paperwork charged $5,000 and up.

April General Membership Meeting: Resident will be asked whether LSA should redeed the Ford peninsula as a natural habitat. Currently all our greenbelts, common areas, outlots, and parks are owned and maintained by the Association. However, in the past, proposals have been made to use some LSA properties for things other than natural habitat. Although it has been felt that these properties should be available when needed for certain projects, we have been fortunate to find alternative options to resolve the problem each time this occurs. To stop future landuse issues from reoccurring, it was proposed that we deed certain properties as natural habitat. For every upside, there is a downside and I would be remiss if I didn't consider what future consequences this action could bring. Working with the new restrictions for DEQ permits and new requirements for any and all correspondence regarding any natural habitat, leads me to believe that we may be restricted on chemically treating the lake where natural habitats exist. I do not believe that we should risk putting ourselves in this situation. So what else can we do to satisfy the fears of future landuse disagreements and still have control of all our properties? A suggestion was made that we create a bylaw (see proposal update page 9) that all LSA commons area cannot be altered in any way unless there are two formal notices in the Association newsletter, followed by a vote of 51% of the entire membership. The bigger the problem, the harder the task to resolve the problem. In any case, I encourage all residents to seriously consider both benefits and consequences when voting on these types of proposals.

No fooling, CWEC (Clean Water Education Committee) first presentation scheduled April 1st: Glenn Short and I will be holding our 1st CWEC presentation April 1st, 7 p.m., Commerce Township's Richardson Community Senior Center, 1485 Oakley Park Road. All township residents are encouraged to attend and participate. The presentation will cover the new fertilizer ordinance, the township's WMP (watershed management plan), turf tips & more. This is your opportunity to ask questions and let the township know your concerns regarding issues such as storm water drains and future projects. (see Glenn's complete report on Page 45). See you April 1st.

Natural Area Proposal Update

At the February 4, 2004, General Membership Meeting, a proposal to designate Jungle Island, Sunset Island and the Ford Road Peninsula as a natural habitat was presented and tabled. Further discussions have occurred in the meantime to better define the objectives and to broadly estimate costs for alternative approaches to protect our common lands.

At the April 26, 2004, General Membership Meeting, the Board will provide an update. A revised proposal is in development with the target to formally propose a bylaw change at the September General Membership Meeting. Formal communications in the next two newsletters will precede the September General Membership Meeting.

The revised proposal will include all commonly held open spaces. These properties will fall into one of a handful of general classifications with each classification having its own set of defined uses and restrictions. Classifications under consideration are:

A more formal process for revising the use and restrictions of these common lands will be included to protect general membership interest. Your thoughts on this matter are openly welcome at the April 26th General Membership Meeting.

The Boltersteins had been waiting for their younger daughter to graduate from high school before they followed their dream to have a place on a lake in a wooded area. Cindy's brother lives on Commerce Lake so they were generally familiar with the area. Kathy Yatooma (Gulfwood), a friend and coworker of Vic advised them of some vacant land "down the street" from her and husband Mike. As soon as they saw the property they both said, "This is IT!"

Their family includes two daughters: Elyse (23) a 2002 graduate from Michigan working in genetic research at U of M Hospital and Andrea (19) a Sophomore at Michigan working toward a dual degree in Biology and German. Both girls were in Marching Band.

Vic works for DaimlerChrysler and enjoys golf and fishing. Cindy works at Dura Automotive Systems. She enjoys travel, gardening and walking the family Sheltie, Austin.
